The 100 Per Cent Condom Use Programme: A Success Story

The inability of various strategies to control sexually-transmitted infections (STI) in sex workers in Thailand led to the implementation of a 100 per cent condom use programmein sex extablishments with astounding success. The key elements for the success of the programme were a strong political commitment at both national and local levels; multi-sectoral cooperation among various sectors, including the involvement of the police and entertainment owners; adequate supply of good quality condoms for the programme; and integration of the programme into existing infrastructure. The programme has brought down rates of STI as well as HIV prevalence. Many other countries have initiated efforts to replicate this programme as a major strategy to contain spread of the HIV pandemic.
